About the only thing that can cause those symptoms is a loose steering cable housing. Look under the helm as someone turns the wheel. The black housing that contains the cable should not move and should be firmly connected to the pinion housing.
I had a similar and potentially serious problem with the throttle/shift cable in a 1993 Party Hut that I once owned. I always throw the shifter in reverse to stop the forward momentum as I approach the dock. I did that once and the boat shot forward and luckly nothing was in front of me. The shift cable housing had came loose, so when I shifted to reverse, the throttle increased but the motor remained in forward. That blew my mind until I safely docked and thought through the problem.
