2005 2.5 HP 2-stroke Merc needs choke to run even after rebuild (longish)

I have a 2005 ME 2.5M which was prepped for storage 2 years ago and which I'm bringing back to life.

Outboard started just fine when choke applied but stalled when choke is removed. Carb looked clean but I rebuilt it anyway using the standard kit.
Right now I'm running it in a barrel so I can work on it.

Carb was removed and disassembled, parts were put through an ultrasonic cleaner and all passages checked and sprayed with carb cleaner. Main nozzle and main jet were removed, cleaned in ultrasonic cleaner, checked, and I passed a thin wire through them (the main nozzle was partly blocked).

Idle speed screw, float, float hinge, hinge pin, inlet needle, set for inlet needle (also the gas line input) are all new and were cleaned before installing.
Jet needle is also new. Float hinge has been adjusted, tweaked, and checked.

The E ring on the jet needle was on the 3rd groove initially but I've tried it on the recommended 2nd groove per the service manual. No significant change.
I've checked and rechecked the relative position of the retainer clip to the e-clip that attaches to the jet needle.

At idle there seems to be a rather sweet spot at about half choke and have removed the carb 5 times to disassemble, clean, spray with carb cleaner, inspect, and reassemble.

The only part that was unclear was that there is no recommended initial setting for the idle speed adjustment screw. I had set it to initial 1.5 turns out from being lightly seeded and slowly adjusted but so far none of that effort seemed to have any meaningful effect.

The linkage for the choke and the linkage for the throttle are both working smoothly and are accurate. There is full range of motion for both the throttle and choke levers and the relative positions appear to be accurate vs. the positions of the choke plate and the throttle valve.

I also replaced the fuel valve, it was clean but the part extending into the tank had clearly deteriorated from fuel exposure. Fuel runs freely from the end of the hose at the carb when removed and the tank valve open.

The engine runs well otherwise so I'm scratching my head trying to think of what to look at or try next. Did I miss something?
