2005 50hp Merc Two Stroke No Horn Warning

I have a 2005 50hp Merc Two Stroke that the warning horn does not chirp at all when you start the motor. I have the manual but I am having some trouble tracking down the problem.

Any Pointers? I have replaced the horn and it still does not operate.
