2005 yamaha two stroke 90 TLRD electrical issue

I'm having trouble narrowing down a problem. I have replaced the starter relay and I still can't get 12 volts past the relay. I am getting good voltage up to the relay but when I read the voltage during starting at the starter I'm only get around 6 volts, and a small ground wire from the starter relay holder to the head has melted. I've spliced the ground wire and it melted again. The wiring in the boat is all new from the batteries to the engine. Could this be an instance of receiving a bad relay when I got the new one because its doing the same thing as the original relay. Please help, I need to go fishing!

my guess is you have a bad ground connection on the motor or at least between the battery and the motor.
could be on the positive side also.
use your volt meter to measure voltages starting at the battery posts working your way thru the cables.
