2006 115 XL continuous alarm above 1500

Hi everyone,
Got a 2006 Mercury 115 4 stroke EFI XL
Serial: 1B418890
I get a continuous alarm in gear or neutral somewhere around 1500 rpm or so. Soon as I let of the throttle it runs normally. It acts just as if the rev limiter is activated and it very well could be but I don’t know how I can be certain, my Scan Sea diagnostic system isn’t working (don’t get me started on Scan World Systems 🤬) so with that in mind what would you suggest I do next?
Water is pumping normal, has a new impeller and thermostat, tattle tail looks good so no reason to believe it’s cooling related. Oil is proper level but no gauge on the boat so I still need to hook a mechanic oil guage to verify oil pressure. Oil pressure switch maybe?
Trim guage is working properly and the pin on the lift ram looks right, not working loose or anything. I only see the one trim sender at that location, should the tilt rev limiter be right there also? It’s acting just like a rev limiter would where the alarm sounds continuous and the motor bogs and revs up and down just as it would if the rev limiter was activated or in limp mode.
Any and all advice or suggestions are greatly appreciated.
