2006 30HP EFI not running good at WOT

2006 mercury outboard 4-stroke EFI
At 15 hours it started doing this not getting to full power. Shut it down and took to Dealer. Under warranty for another two weeks so they fixed it after 9 months of waiting for parts. I got it back and Mechanic said he replaced a injector and the tank to engine Tempo fuel line. I tried in local lake and it ran but not real good at top end. I was sick for a year.
I had put blue marine sta-bil in gas, but discarded and put in new and thought I would go fishing as it started on trailor and idled fine. Going out the channal from ramp it would not plane out, so idled back & took home. Now no warranty so I need a manual to read up. Looking at it I think the fuel rail would come off easily, then I could remove injectors and send them to fuelinjectorman.com. While being reconditioned I need to read what the FP is ect. The filters are clear. Any thoughts, please

I found my factory Service Manual on eBay high bid $9.99
and $9 shipping. I mailed my 3 injectors to Fuelinjectorman.com and 4 days came back like new, and the report was one badly leaking, 3 spray patterns failed.
$17 each + 8 shipped. $58 total. The hard find was a 14mm
x 1.25 female to 12mm x 1.25 male adapter for my compression gauge. The Service Manual is part no. 90-899182R01. I just found a pulse engine tachometer, a
PET2100-DXR foe $240. It does ALL engines, outboards, ect
and has high rpm memory for tuneing. Its the BEST ever!
