I have a 2006 mercury 75 hp 4 stroke, Model 1F75413FY. It starts, idles, and runs smoothly until I am running it at about 4500 rpm. I will then slow down about 300 rpm for some seconds, then resume the 4500 rpm. No cutting out or backfire. No warning signals. The oil is full. Any advise is appreciated.

Howdy

Suggest checking your fuel tank vent. If vent is clogging the fuel pump will have trouble drawing fuel from the tank.

Look at the bulb and see if it is getting sucked closed.

Next might be your fuel pump is weak and needs replaced
