2006 F90 High Pressure Fuel Pump Testing

Hello I have a new boat to me and the motor is not getting fuel, healthy spark and great compression.
The manual pump is pushing gas out throught the filter to the VST and I could hear the HP pump running.
I checked and there was no pressure on the fuel rail to feed the injectors so somewhere between the low pressure pump and the fuel regulator there is an issue?
I removed the VST Tank and the needle seat float all seem to be free and working the question is: How does one test the HP Pump to see if this very expensive part is ok it has some discoloring on the outside of the pump?
Should I take it somewhere or drop the intake in some gas and power it up and spray the cat?
Is there a youtube video? my manual does not mention spraying the cat?
Any information or insight would be great I don't mind taking it somewhere but not a great deal if you spend allot to find out it's bad?
Also it looks like it has a bit of contamination on the inside of the filter mounted to the pump would this be from the pump itself? Do these pumps fail or could it be an issue from the manual 2 PSI not feeding this other pump?

That thing looks really rough, does the inside of VST look the same?
Looks like water contaminated it for some time.

I would rig up a hose to it and wires so no spark would ignite fumes and run it in a container of fuel with the hose aimed at the cat or into a different container after cleaning the filter and pump up well. Maybe have a pressure gauge hooked up instead, but you have to worry about keeping the pressure from popping your connections off and spraying fuel every where.
Then I also wonder if there are other filters/screens plugged also

Hi thanks for the comments strangely the inside of the VST looks very good with no issues.
I jerry rigged up a test setup as in the West Coast of Canada here on Vancouver Island they want over $500 for the pump alone so I set up the test and it ran great did it a few times it run strong and true I just need to clean the rest of the filter as it has some residual stuff in it so I will clean the 120.00 filter gently to prevent any other issues if possible then reassemble it so far so good.
