2006 mercury four stoke EFI

my outboard over heat under load .
I had the water pump replace and the thermostat. What else could it be ???

cant remember what it is but call mercury - there was a tsb regarding that problem on that era of mercs it might apply to yours.i know this because our local merc guy was checking out a patrol boat with those symptoms and he remarked he had seen a couple of them do it on the 07's and 08's
