2007 merc 115HP optimax has throttle control/cable issue

HI- my motor runs flawlessly. HOWEVER- when going in full throttle- I will notice that the rpms have slowed a little so I push the throttle down and it speeds right up. then it does it again---the throttle seems to creep up (towards neutral) but only about 1/2 inch off full speed. Its not binding nor is anything else wrong- just this one thing. Are there any adjustments in the controls to keep them in place? OR- is this a cable issue on the motor end? I dont think its a complicated issue- but i am sure others have seen/experienced it before. Any suggestions or guidance is greatly appreciated. FYI- the motor probably has less than 20-30 hours. My brother bought it new in 2007 and died a few months after- its been shrinkwrapped , winterized, and stored since. I just got it. My father had it and kept it serviced, started, and professionally cared for during the time it was in storage- so it hasn't just been "sitting". It runs perfectly, starts instantly and idles/runs flawlessly. this issue just started- it didn't do it last week, but started up saturday. Thanks

What type of throttle control do you have? Side mount, back mount, binnacle?

Some have throttle tension adjusters.

The controls are as pictured- I guess it would be a side/flush mount. If there is a tension adjustment- its buried in there somewhere. Thanks
