Stuck anti siphon valve perhaps. Try holding the primer bulb so the arrow faces up. They work best in that attitude. This is a long shot, but it might be a fuel pickup tube that has cracked or broken off in the tank so the bulb is simply sucking air. I ran out of gas (so I thought) about 50 yards from the dock on the last day of my week long fishing trip. I had a six gallon can along and 5 gallons filled up the tank. Prior to adding the fuel I pumped the bulb only to hear air being sucked in the tank. I haven't pulled the tube yet but I suspect it is either cracked or broken off about six inches from the top of the tank.
