2008 DF25 sluggish... Please help.

Hi - I have a 14ft aluminum fitted with a df25 v-twin - 14P prop - does not seem like it is hitting full RPM - no tach to check. Takes forever to get on plane - only 18MPH top speed. Put in new plugs today - went for a run in the bay - R/H plug is light grey and clean - L/H Plug is a nice golden brown.
Compression is good on both Cyl's.
Any suggestions??? Carb?? electrical??

I have that same year. Lots of people having trouble with prop pitches mine is running 13 and runs well. The only thing is at idle it shakes more than I like, not sure if its a normal amount or not but it makes trolling difficult. Already adjusted idle speed.

plug should be tan when burning properly.
Check for pin hole in pump and a good carb cleaning
