Boat will start, but when i pump the fuel bulb to the boat it never gets any firmness.

I can run it at low speeds (under 10 mph) but any attempt at running faster (above 2000 rpm) and the boat starts "coughing" and eventually either dies or just cuts power on its own.

Fuel and oil levels are normal.

Batteries are brand new.

Any thoughts? My mechanic says it sounds like low end fuel pump, but i wonder why the line won't get firm with fuel.

Fuel bulb and line are also very new, and no signs of any leaks or cuts in the line.

Check that new primer bulb first. Take it off the fuel line. Put your finger over the end that the arrow points to. Pump the bulb once and release your finger. While holding the bulb squished together, put your finger back over the end and release the bulb. It should stay sucked down. If not, replace the primer bulb. If it does, then reconnect it to the fuel line. Follow the fuel line to the lift pump, a square pump. Remove the pump from the engine, two bolts. Prime the engine. Does the pump leak from the hole in the back? If it does the pump is bad and needs replacing or repairing. If it does not leak, look for leaks along the fuel line. If none found, the problem is most likely in the VST and will require checking. Unless you are familiar with the system, have a pro look at it. Could also be an injector that is leaking and will require further testing.
