2008 Volvo Penta 305 Engine -- Not starting

Recently had to change a rusty oil pan due to rust, pulled the engine & change the pan and started having other issues.

Once the motor was reinstall with the new pan we notice the risers were leaking, replaced both the manifolds and the risers with new parts.
The motor was hard to start and when it did she ran rough at low RPM's but sounded ok at high RPM's, now she wont start at all.
Ant advice on the right troubleshooting approach on this?

Best to forget about what's been done for now and approach it as a regular no start. Check for spark, check for fuel and then diagnose the system that's lacking.
