The engine surges at idle and low speed, took to dealer 70 miles away he said carb was dirty and warranty wouldn't cover paid $150 to clean, still surges any suggestions

Probabably a badly fast carb clean, a crime to pay such amount for such poor service, take back to dealer, charge him for the travel expense. Always run carb completely dry while being flushed untill engine drops dead to avoid oil gum formation.

the engine only had the break in time approx 10 hours, a inline water seperator gas filter was install before the engine was started the first time, approx total of 25 hours on the engine

It could electrical or fuel system related. Take it to another dealer and make sure they run it on your tank and fuel line for 15 minutes.
