Hi,

I have a new Tohatsu 4 stroke 9.8hp engine. Recently, I took it off the boat because the trailer needs service. After putting the engine back on the boat, I discovered that the recoil starter is locked up. After looking at the manual, I also discovered that I made the mistake of laying the engine down on the wrong side. I am not sure if that's what caused the problem, but should I take it to a service center, or is it something that I could fix myself?

If the neutral safety is not engaged (the cable-operated latch at the top of the recoil housing on the starboard side), then you probably have liquid lock from oil filling the cylinders, as a result of laying the motor on the wrong side.

To purge the oil, remove the spark plugs, and gently cycle the motor over with the recoil starter. Oil will blow out of the plug holes, so you will want a rag handy to catch it.

Then refill the crankcase, reinstall the plugs and start normally. Will take several pulls, and will smoke like crazy for a few minutes. Then you should be OK.
