2011 Yamaha 115 TXR Bogging

My 2011 Yamaha 115 TXR w/ 250 hours started bogging down recently.The following are the symptoms I am experiencing and what has been done to try to fix the problem.

When attempting to go WOT it has no hole shot and maybe will get up to 4500RPMs if that. Then it will continue to bog down and lose RPMs so you either baby it down and keep it going or you will seemingly choke it out and it dies. Eventually the max RPMs you can run are around 1500 and if you attempt to go over it will choke out or die. The motor seemingly idles perfectly fine and will go at minimal speed with no issues. I can not replicate this issue in neutral as it only seems to occur when under load.

The following has been done by a boat mechanic to attempt to rectify the problem. When opened up and dug into the fuel system had been deteriorating due to the previous owner using ethanol gas and letting it sit up.
- Drained tank
- Water Separator replaced
- Replaced Fuel Pumps
- Cleaned Injectors and Fuel rails
- Other misc items cleaned/replaced in regards to the fuel system.

After this was all done it ran pretty good for about 10-15 minutes under load but once throttled down any attempt to throttle but up to WOT would once again cause the bog down symptoms.
