2016 Mercury 6HP outboard fuel problem

I am having an issue with my Merc. It idles really well and then stalls out between 1/4 to 1/2 throttle. Max throttle and it runs but no power. It also surges which leads me to believe that something is wrong with the fuel system. I am not familiar with outboard repair but trying to learn. I found two hoses disconnected and the only thing I can think of is for overflow. Could someone identify what these are? They are both connected to the top of the carb, opposite sides.

Ok so pulled apart the carb and its spotless and the float valve looked great. I cleared the lines and put it back together. Really not sure what's going on
