20hp mariner 2000rpm at wot

Have just brought this 13ft alum.Savage with a<br />20hp mariner long shaft with elect. starter<br />ser.08270200 89 model with CDI ignition and a<br />integral fuel pump carburetor with primer system.<br />It had not been started for 2 years, has fresh fuel<br />has good spark on both new plugs have pulled apart<br />carb cleaned and replaced primer diaphragm all<br />other parts looked ok. Motor idles ok runs up to<br />2000rpm at wot no miss should run 4500-5500rmp<br />allso have checked fuel tank, lines,filters etc.<br />allso check compresion 120psi both cylinders .<br />any ideas? [Confused]

yes the shutter in the carb is in the full open position<br /> allso have moved link rods by hand under <br />full trottle in water on boat at wot. dose not make any<br />differents still only 2000rpm. thanks for welcome.<br /> peter.
