I am looking at a 1998 Larson Hampton 23' boat with a Bravo II outdrive. It have a 350 Merc, 2 barrell in it.

How are the Bravo II out drives? The two props have a 26P, how will the boat get up on plane, will it be ok for skiing and tubing?

Not sure if I am going to buy the boat or not.

If it has 2 props, it's a Bravo III.

The Bravo II looks like an Alpha on steroids. It uses a bigger diameter single prop.

A dual-prop outdrive, either Bravo III or Volvo DP, is the best thing you can have on a boat that runs less than 70 MPH. It will plane quicker and handle better.

Don't overlook that there is some serious complication in a dual prop setup.
There are props that inhance handling and performance of single prop setups
some costing under $100.They can't match a dual prop setup but do very well.
