233 eclipse "tug boat"

here it is, I need help I own a 1990 233 eclipse cuddy,my problem is it dont plain out, well it does,after about 20 seconds of plowing!! I will have 2 240lb men and 2 125lb girls and 30 lb baby and a full cooler and 3/4 tank of gas 5.7l chevy brand new this spring 1.50 ratio drive 14x19 prop and tilt rams full retracted "checked"and trim tabs all the way down,also tried a known good carb to cross out that problem.The timming is set at 8 deg 28 total .I will punch it and it will jump to 3000 rpms and just work ,it will get to plaine after 20sec or so but if i add one more person, 2 people have to go into the cuddy in order to plain.After on plain at 3500rpms i will be going 30 mph and 4400 i will max at 39-40 ish mph I know it is considered a sport cruiser but not very sporty!! I read alot of people with these boat are going 50ish but i dont know how they are comming out of the water. this is the first time this boat has been in the water in 4 yrs,I bought it as a project and boy was it!! any help would be great thanks joe

does any body know any specs on this boat ? stock prop, drive ratio, Just questioning if i have the right drive

In case you know you have tuned the engine, maybe time to weight the boat. It can be full of water (soaked up into stringer, foam, etc) and severely overweight.
