240 EFI not running fuel pumps at key on, wont start.

2002 utopia, when i turn the key on i get the beep, but the primer pump and final fuel pump are not running, wont start. Battery is good. Following the manual , with key on i have 12.8 volts on both terminals of the final pump( testing within seconds of key on), following manual, i remove wire from the one terminal, and ground it, and the fuel pump runs. Manual says ECU is bad. Hope someone as other possible causes as it's a $2000.00 part. Can i perform a similar test on the primer fuel pump, and with both pumps running, check fuel pressure , if its there, should engine start?
just trying to see if rest of system is working.

Send ECU to BrucatoSVS and have fuel driver circuit repaired or buy a Brucato unit(my suggestion) and bolt on and go.....

thanks for tip, replacement is way to go. Symptoms are all over the place and change day to day, one day i get no beep when key is turned, then it just starts working( pumps running and engine starts) , next day i get beep but no fuel pumps run, and no spark. I check all the stuff to trouble shoot spark, all looks good, plug all the connectros back together and i got spark. last night the only thing missing was the pumps running, i jumper both pumps to gnd to get them running and started engine, then i checked the ECU wire, it was at 2V and removed jumper and reconnected it, now all working fine.

by the way , where do you get a fuel pressure tester that screws on the fitting? i don't want to be spilling gas trying to connect typical tire guage while going 50mph?
