25 Horse Evinrude....need some input

I've got an older 25 horse Evinrude...1994 I'm guessing....Model E25RMERC..and the bolt that goes thru the steering yoke under the motor has broken. It seems like only the yoke is threaded, as both sections have broken bolt in them and I can't get them to move...very hard to get enough room to work on them properly. Does this sound about right, though ??

And any ideas as to how long the overall length of the bolt is...one end is missing completely ??
