25 hp 4ST dies at full throttle (2002)

s/n OT490886. 25ELH 4ST.
carb rebuild (gaskets), carb cleaned, all new fuel lines and filter and am at a loss.....

At idle and low RPM, runs like a top. Before doing all work described, would die at high RPM after 20-40 seconds. Doing same after work. VERY simple carb on this 4 stroke but am at a loss.

Any help would be greatly appreciated !
