25 hp merc neutral safety switch question

I'm having the following issue. I have a 1997 25 hp merc 2 str with remote controls and a pull cord. I can't get it to start with the key, but it will start with the pull cord and the key turned on, there is no click at the solenoid and I can jump straight from the battery to the small hot solenoid terminal and the engine starts. I can also read 13 volts at the large solenoid terminal on the battery side with the key turned on, but nothing at the small hot terminal. Does this sound like the neutral safety switch has failed and if so where is it located?

Tried getting the cover off of the remote controls but the screws are spinning, guess I'll have to drill them out if it's located in there, thanks.

The neutral safety switch is in the remote control and should have a yellow/red stripe wire coming from the "S" terminal on the start switch and going to the small terminal on the solenoid. Do you know what type of remote control you have? Could it be a Commander 2000? Have you tried slightly shifting the lever to either side of Neutral to see if the switch is out of alignment in the remote?

What is the engine s/n?

Thanks, The controls just say quicksilver and yes I tried wiggling the shifter slightly forward and backwards. The serial # is 0G511061.

Well, thanks to carholme I now have a copy of the manual and it turns out the fuse was bad and not the neutral safety switch. Sure was a pain to get those quicksilver controls off, I had to drill out the bolt heads and tap out the shanks in order to remove the back off the control box.
