25 hp merc slips in forward

I have an older 25 hp merc serial 7167156 and am having a problem with forward as well as reverse. Reverse I can live without but when in forward revs increase with no thrust, this just started today. Reduce the throttle and forward engages. I just pulled the prop and the splines on the output shaft are OK, splines in the prop look to be OK but dont run the entire depth of the prop hub....should they? Anything else I can check? Forward and reverse are on the tiller handle. thanx in advance for any help!

The splines are fine, however the rubber between the splined collar and the prop hub is slipping.

Install your 'spare' prop while you send this one in to be re-hubbed.
