25 hp merc water under cowling problem

I have a 1997 25 hp 2 stroke merc and I keep finding water under the cowl. I've tried running itin neutral and watching it and even putting in gear and driving it around and I can't see anything coming out at trolling speeds. However if I put the cowl back on and do a lap around the bay at full throttle, when I pull off the cowl there is water in the bottom of the cover. What else might I do to find the source of this water? The only other thing I can note is that the top spark plug is a lighter color than the lower one. Thanks

Are you sure the rubber hose that goes to the pee hole is connected ? If off, loose or cracked, that could be the water source.

Is this motor a kicker/trolling unit for a larger motor? If there is anything on the transom that can kick up water and have it splashing up and into the motor?

Sorry about the delayed response, I've been away. The motor is my main power supply for a 16' aluminum boat. The rubber hose looks good. It's possible that water could be splashing up from the transducer or something. I'll have to get someone else to drive the boat so I can watch and see if that is the cause.

Is it possible that you have a long shaft motor on a 15" transom

No, the anti ventilation plate sits approx. one inch below the hull. I suppose I could have it trimmed incorrectly. But I would need to know more about that first to tell. The pin is currently in the second hole away from the transom, so I guess I could try raising it one notch or lowering if that is the problem. I'm putting in tomorrow, so I'll do some investigating. Thanks.

Float. Get Pics? it is easier to diagnose. 1 inch below transom could be a problem.???
