25 Johnson HELP!

Hi, i have a 78 25 hp johnson and my problem is that the other day after replacing lower unit with new one i went to pull start motor, and the rope wants to keep the same tension the whole pull. usually the tension is strong at first then it lightens and fires. I took both plugs off and with them off it feels like normal and tries to start. both plug holes have compression. Could new lower unit and drive shaft have done something? ANy help greatly appreciated! thanks

If you are pulling it over dry, which you shouldn't, the water pump impeller can stick in the housing.

You say "With the plugs (wires??) off it feels normal and tries to start." How can that be?

I'm missing something here.

sounds like somthing binding in lower end

At first i thought it was the lower unit but i comploetley removed it and drive shaft still does same thing. I took bothe spark plugs off and pulled it wants to try and start or fire. but with both plugs in its like you can pull the rope but it never wants to let tension go at end of pull like it should, insted it keeps pulling with same tension. Any help appreciated thanks
