25hp 1978 long shaft where to begin

I got this at a good price without seeing it run. I am the 3rd owner with the same story for purchasing. This motor likely did not fulfill their need. It fills my need which is no tiller - long shaft - and electric start.
What should I do to find if this will run for me?

Check the compression. Get a spark tester (open air, adjustable) and test for spark. If success on both, replace impeller and proceed from there.
