25hp evinrude no start

I have a 25hp '72. A couple of days ago motor would not start. Pulled the lid off and saw that the screws holding the carb bowl had backed out. Removed the carb and tightened the screws. Tried to start again, still no start. Good compression on both cyl. Good spark. Fuel is pumping. Anyone have any ideas. This motor has always started. It's driving me crazy now. Thanks

I guess you can check the woodruff key it may have sheared
