25hp honda too slow for my 16' skiff

I have a 16' carolina skiff dlx with a 2000 honda 25hp 4 stroke tiller model bf25a with electric start on it. I took it out on the river yesterday and it was very slow with 3 guys and some gear in the boat. It would not get on plane and if we were going 12 mph we were going fast. I made everyone get off and with just me on it, it ran about 18 mph. The motor starts right up and idles fine. I doesn't seem like it is missing. Is this normal or what can I do to make sure I'm getting the right speed out of this motor? I can't believe that 25hp is that slow.

I don't want to blow it up. It sounds like it is revving up pretty high now.

Place an induction tach and check rpm achieved at wot. !" pitch +,-is about 200-300 +.- rpm.

Well, to answer your question, yes. Most 16' boats are rated for at least 60hp, I run a 60 on mine and I have a buddy that runs a 90. A 25 is fine for pond fishing but I would imagine it would be a struggle on a river.
