25HP Mariner no controls, can I start?

I just bought a 1989 20hp Mariner Outboard but with no controls. Anyone able to help me with options of jumping the plugin for the controls or getting it to start without have the controls and the key on?

Brock, that really depends on if you can control everything manually without the remote controls. If you have a way to crank it, and control the throttle and shut it off again, then go for it. But if you can't, then you need to wire up something to allow you those capabilities... JMHO!
