I don't know what a "cross flow prop"refers to.I'm guessing you mean a "through hub exhaust" prop. Speed is likely slightly better because the setup on the boat can be refined better.
Higher motor position has less drag.exhaust flow is slightly less restricted.
Also the horsepower rating on most motors 1985 on is rated at the prop.
older motors were rated at the crank/flywheel.Motors rated at the crank may have up to about 10% less horsepower at the prop.Thus an 84 or older motor would be about 22 1/2 hp at the prop.
