4 cycling is usually from being too rich. the motor stutters kind of like its firing on every other stroke.
Older motors some times 4 cycle when the throttle is advanced after an extended idle speed operation.
Some motors have a bleeder valve that drains excess fuel out of the crankcase. If the 28 has one perhaps its plugged.
Older motors dumped the fuel overboard newer motors recycled it and burned it.Don't know about the 28.
Or if a malfunction could cause 4 cycling.Some carbs have a midrange jet that might cause trouble.
I wonder if a float set a little high might cause a problem.
