28 Johnson- No water from exhaust

I just got a 28 Johnson that I believe is having some cooling issues. No water is coming out of the exhaust, I have read that a little bit of water is normal but I'm not seeing any. I have replaced the impeller, the keyway is in place and I ensured the copper pipe from the engine is in the grommet from the water pump. The lower end is getting hot and can't be touched for more than a second or so, I can only assume that's because water is going through, unless its normal for it to get hot? I do not currently have a tell tale on the engine. The head has not gotten too terribly hot, I have only run the engine for 2-3 minutes until I know if there is a problem or not.

You should be getting a spray/shower of water coming out, not a stream like on newer motors. How are you testing? In a barrel or on a boat in the water? Those pumps are not self-priming and must be submerged to work properly.

I am testing in a large trash can. I just read about having to prime them, I do believe I had the water high enough, I will try again shortly. From what I found it says the water level should be just below the exhaust port on the lower end, I believe that's about where I was

Yup - if the water is about 2" below the port, you should be deep enough. If no water is coming out, there is a problem somewhere.

I think that's where I was before. I'll know for sure shortly, but I am afraid there is another issue

I was absolutely POSITIVE I had the water high enough for the water pump to prime the other times I had started the engine.... Welp. I didn't, had water coming out of the exhaust before the engine even fired off. Thanks for the help!

If I understand -- sounds like residual water (a good thing). Hopefully engine was shut down early. Good chance the impeller needs to be replaced if run dry at any point, but maybe planning on replacement anyway. Think I would drop it good and deep, and see if it pumps water out through the exhaust port, but shut it down if you don't get something within, say, half a minute -- hold your hand in back of the exhaust port to see if your are getting any mist. Sounds like you have not been operating the engine long enough to over heat.
