28hp Evinrude Hesitation

I?m looking for a little troubleshooting information on a 28 hp Evinrude. I bought the motor with a hesitation. It starts, idles and throttles up to about ? throttle then will stall out. Now, if you go directly from idle to wide open the motor will hesitate for a moment but then runs up to full throttle. You can then back the throttle down through the full RPM range but can?t throttle back up unless you go back to wide open. Fresh gas didn?t make a difference but I do believe it to be fuel related. I?m not real familiar with an outboard carb so if someone has a diagram on the circuits that would be a huge help. The motor is a 1986 model year.

I'd start by buying a carb kit, removing and soaking the carb (pull all the welch plugs) and reassembling it. Exploded carb view can be found at shop.evinrude.com as well as part numbers.

If there is an idle/slow fuel adjustment needle open it up just a little more.
