2hp mate cooling and rope recoil

Got my 1971 2hp evinrude mate running that I bought. Am I supposed to see water squirting out from somewhere while its running? All I can see is just a real faint mist coming from those 4 holes about 12 inches above the prop. Nothing like the steady stream I am use to with other outboards.

Also, I was having trouble with my recoil on the pull rope not retracting after I pulled it. I had to loosen the top center screw to let it retract. Come to find out the pulley the rope winds into was rubbing the top of the flywheel on the motor because I could see shiney metal where it was making contact. So I found some real thin washers and put under the bolt holes in the cover before I tightened everything down and that seemed to fix it. But, seems like the thing wants to slip a little when you pull the rope. What could be causing this?? I am use to pulling a rope and it feeling firm through the whole pull but this one feels like its grab slip grab slip.

There is no telltale. A spray from the exhaust relief ports is all you'll see.

Check its not overheating by touch. You should be able to keep a finger on the cylinder block for a few seconds.

Check the springs and pawl. Good chamce the pawl is worn and slipping out of engagement with the flywheel.

Thanks. The pawl is kind of rounded off where it makes contact with the flywheel. Evinrude list a whole new recoil starter assembly for $25. Would that be the whole unit including the spring? Would be nice if it came with the spring already wound up so all I have to do is install the assembly.

I dont know what you'd get for your $25. Not the whole lot obviously as some of the parts are very much more than $25 individually.

The pawl is listed separately Replacing just that going to be no good?

How about a few minutes with a file on the old one. Any chances of that sorting it out.

Does the pawl need to be pointed instead of rounded if I were to try filing it? May just buy the new one for like $3
