2hp wont run

hello i have a 2hp mariner model 2b 6A1 078449. when i try and start it in water it will not even attemt to fire, but if i take it out of water it either starts and runs for 3-5 seconds or just tries and fire up? i started it and put in water and it cuts out ? i have fresh petrol, clean spark plug what sparks well and cleaned the carb. the sparkplug is getting soaked in petrol when i try to start it.

It sounds like you have a fuel leak that is shorting out the spark plug. Very dangerous, don't run the engine until you fix it. Look at your fuel lines to and from the filter, to and from the supply line fitting and also check to insure that your fuel filter is not cracked or failing to seat properly. Also check each fitting and clamp. With fuel in the spark plug area, the chance of a significant fire is such that I STRONGLY encourage you not to run the engine until you identify the problem and then only with a fire extinguisher nearby.
