2o hp blueband wont rev

hi , i have a 20 hp 1974 mercury blueband , it idles fine and revs to the start position on tiller after that it sits at a faster idle when under load . ive replaced switchbox but still no top end power , anyone got any ideas ? could this be due to a timing issue ?

have had it running in the tank today , and is reving out so seems it doesnt like my 13ft dell quay dory when its stuck on back of it ?. can anyone help please

i've checked fuel line / fuel / fuel pump etc desperate for some ideas or pointers can anyone help please .

hi , right im totally confused now, took the boat out with merc on and it tried to rev out for about 10 seconds then back to its normal trick of fast idle at half throttle and does nothing at full throttle but waste fuel i guess any got any ideas , i know i keep asking but is there anyone with any ideas? please . i havent done anything to the engine so i dont know whats going on with it ? . thanks in advance .
