3.0 Fuel Level in Float Bowel

I am wondering when then float is properly set how much fuel should be in the float bowel in order to stop fuel flow. I have the regular rod (not spring) needle set to factory level and drop. However the fuel level just barely covers the main jets. How high should the fuel level be?

Close to top of float seam 1/2" below top gasket.
