3.0 merc. no start

i have a 1996 stingray bowrider with an alpha 1 gen 2 and a 3.0l merc. i have a no start situation where the starter engages and spins but doesnt catch! i have installed a new 750 cca marine dual purpose battery, new positive cable to the starter, new slave selenoid, new ignition switch, new starter. each component was replaced as it failed (or was believed to be failed). now the starter will spin and just whine. no grinding, but with a clunk from the bendix. the new and orig. starter both passed a computerized bench test with the same results in the boat. the orig. starter had the same symptoms and was replaced with the new starter which started out with the same symptoms and then worked and then the same thing....a whirling whine. even tried to shim the starter thinking that the clearance was too tight with no avail. motor will spin by hand. any and all suggestions would be of great assistance

pull the starter back out and put your head down there and have a look at the ring gear.

i have checked the teeth all around the ring gear. a couple are a little chipped but none missing. it also seems that the bendix has mashed the outside of the gear a little in some places. if a selinoid is weak would it cause that...and...pass a bench test? also the ring gear is approx 1/8th of an inch from the face of the flywheel. there are no signs of movement of the ring gear on the flywheel though.

Are you sure you have the correct starter? sounds like it is not able to engage the flywheel. maybe the correct starter motor but wrong gear

i have the same part which was found in the boat (i know it doesnt mean it should be there) they are 1long 1 short bolt strait across pattern. both starters worked on the motor. they just both ended up the same way?!?
