3 HP 1992 2 cylinder Johnson should troll down better

I was wondering if anybody has had experience getting a 1992 Johnson 3 HP to troll down better. The motor runs great and I have the idle adjustment down as much as I can but it still does not troll down like a 3 HP should.

Would a different prop make a difference to slow it down? It currently has a 3 blade one that came original with the motor. Anybody have any thoughts?

Good compression #'s? Good spark?
If so, I'd clean the carb, and pay particular attention to the low speed system. Make sure all fuel lines are sealing well.
