30 HP Motor bogs and dies, primer bulb is collapsed

I have an 84 johnson 30 HP, while running WOT for about 10 minutes the motor bogs and dies like it is running out of gas. After it sits for about 5 minutes it will run good again for 10-15 minutes then die again (fuel pump just replaced and did not solve problem).
I checked the primer bulb when this happens and it is collapsed and can not be squeezed anymore, if I cut the throttle back before it stalls and can pump the primer bulb a little to get gas back in it, then it will continue to run??
Could the problem be fuel tank connection or fuel line and primer bulb?

Sounds to me like you have a vent problem on your tank. The fuel pump is pulling gas from your tank and the vent is not functioning (probably plugged) causing a vacuum to be pulled on the tank. Next time it does it loosen the cap on your tank and see what happens.

It's a 6 gallon Attwood plastic tank and has a small vent in the top of the gas cap, I had the vent open and then I completely removed the vent leaving about a 3/4" hole in the cap and it still did the same thing?

Then I would look at the line from the tank to the bulb. There should be a small check valve right by the pick up in the tank. See if the screen is clear and the ball moves easily.

I have seen a problem like this. two different solutions. 1st one was that the check ball in the primer bulb came loose and plugged up the fuel line. 2nd was that the fuel connector on the tank was not seated properly, clicked in. try it with another fuel line and primer bulb and maybe a different tank to see if the problem is in that area.
