I took my heads of and removed valve springs to do the seals and a head gasket. I have reinstalled them and it won't start or stay running. Something doesn't sound right either. I removed intake again and there are 3 push rods really loose. Is it possible my lifters may have moved or what else could it be.

More likely you didn't adjust them correctly when you assembled...

Reading the manual
Following the manual
Having a working knowledge of an engine

That said, if your valves STUDS are adjustable and or not positive stop studs
tighten the nut until you cant spin the pushrod and go 1 additional turn
If they are positive stop, torque the nut down and your done

First of all is this a 5 liter Ford, or Chevrolet they are totally different animals. The older Chevrolets have an adjustable valve train that has to be set right or the valves won't open far enough or close completely either way it will cause problems. There is a 2 step procedure in the shop manual that tells you how to set the engine for the first half of the adjustment where you adjust certain valves then you turn the engine as specified then adjust the rest of the valves. This in Merc, OMC and GM shop manuals. Usually you loosen the rocker arm nut till you can move the pushrod up and down, then tighten till that lash just disappears, then one more turn (but some say a half turn, some say 3/4 turn), GM who made the engines says 1 turn. And others say to use an 8 stop procedure feeling its more accurate. I used the 2 stop method in the shop manual when I installed my new heads and it started right up and ran fine.

5 liter Ford is 302 cu in
5 liter Chevrolet is 305 cu in.....except of course the original Z/28 which was 302 cu in but that will never show up in a boat!
So which is it? I don't believe the standard valve train on the 5.0
Ford was adjustable in the same way the older Chevrolets were.

You need a FoMoCo shop manual then. I had one for my 1970 Torino which had the 302 but that stuff is long gone.
