30hp evinrude only running on one cylinder

ok i have a 1989 30hp evinrude electric start (E30TELCED). it is only firing on the bottom of the two cylinders. the spark plugs,plug wires, and the coils are good. i think it is how the power is getting to it some how can you please tell me what to look for to figure it out please?????????

how do you know the coil is good? did you swap the coils to see if they are good? you have a single carb, so if it were the carb it would effect both cylinders. what test have you done?

first i swapped the plugs and they both work on the bottom cylinder. i did the same with the plug wires. and then i switched the coils and the top cylinder still didn't fire so it isn't the coil.

Do you have a manual for your engine? I think you have a power pack that controls the spark, if so that might be causing your problem.

i do have a power pack is there anyway to test it or is there anything else because the power pack is $170.00
