I just got this motor and it starts up ok, but no water comes out the water outlet. I had it in a barrel of water if that makes a difference. I am pretty new to outboards, so are there any tricks short of dropping the lower unit? If not how complicated is it or what should I expect to pay at a shop? Also, what is the year of this model and I assume the mixture should be 50:1, right?

Jim-Ed, Water pump impeller is definitely bad. I would not try to replace without a service manual. Don't know your motor, but with mine, the manual for my motor gave me tips and warnings that prevented me from doing more damage to my motor. Service manuals can be purchased by linking off this site, or going to Amazon.com etc. Good luck. -Neil

I don't have a reference handy to check the year, but I think the 33hp Evinrudes were produced in the '60s -- Somebody can correct me on that. The mix is probably a little richer than 50:1 (perhaps 32:1), but have to determine the year first.

You need a manual, particularly if you haven't changed an impeller before. But it's not rocket science, and it feels pretty good to be able to do it yourself. Ask questions as they come up.
