33E70 flooding UPDATE

I had this 1970 model 33 for almost 2 years and once I got it running good I never had another issue with it. A couple months ago I sold it to a guy at work and now he can't forget my phone number. He keeps having a problem with it flooding and fuel running out of the carb vent. About a month ago I rebuilt the carb for him even though I had just recently done it along with new fuel lines (he paid for parts and my time). I even went to where he had the boat and took it out to adjust the high speed on the water. When I left it was running like a sewing machine. He calls me today with the same problem. Is there something he could be doing to cause this when I ran it for so long with no issues whatsoever. He is normally a Mercury man and he admitted last time that he messed with the low and high speed needles because he didn't know not to. I told him when I left last time not to touch them. He swears the float is sticking open but I took great care of that motor and never had the float stick. Now he has brand new parts and a carb that is cleaner than your mama's house and supposedly the float is sticking. Please feel free to give any ideas before I have to change my phone number, I don't work there anymore and he doesn't know where I live.

I took the carb off and cleaned it good. Put it back on, still flooding and pouring gas out. Did it again, same thing. On a whim I put the old float back in it, no more flooding. The kit I bought did look like it had been sitting on the shelf since 1970. Do cork floats go bad from just sitting around or did I just get a bad one? Problem is solved but I'm just curious about a new float being bad.
