35 Evinrude doggy

1980 35 hp evinrude, runs good at half throttle but when you go to full throttle it doggs out, and it seems to run better with the manual choke pulled out. Just got the boat from a friend who hasn't used it in 2 years. Has new gas as well. any suggestions? thanks in advance

I say give the carbs a good cleaning and install new kits (or kit). May also be worth your time to replace all the fuel lines on the engine with newer ones that are alcohol resistant. Will help fight ethanol problems.

When it runs better on choke it indicates that there's too much air for the fuel that's passing through the carb. When you pull the choke it closes off the venturi reducing the air volume. When you indicate it hasn't been used in two years the first thing that comes to mind is varnish build-up in the carb. Don't forget to blow the orifices out with compressed air.

Clean the carbs, make sure the tank is vented and make certain that no extra air is getting in through bad hose connections.
