35 mercury has idle issue after running

I have 1985 35 hp mercury. Boat sat for a few yrs and got it about a yr ago. Had carbs rebuilt and all was well minus some mixture adjustments on the water. Out of the blue it has been acting up. Not all the time but becoming more often after I run down the lake and go to stop when I try to just go at idle the engine revs high. Won't want to go in gear. If I do give it full throttle really quick it drops down and everything is fine. Or if I turn it off it goes right in gear. It does not have a high idle in neutral just after going at full throttle. It is not a tiller motor and has new shift cable. Problem was before cable change but ran good for months before issue. Thanks for any help.

Ok fixed. Was able to get on the water today w some help. I had the recerculation hose get caught in the butterfly arm and not let it close. Couldn't have done it alone as boat kept going.
