4.3 GM engine pinging

Greetings.
I just picked up a 20.5 foot 4 winns with the 4.3L and cobra I/O.. it seems to run ok but at WOT it shows about 3500 rpm, which seems a little slow and at top end, it pings a bit... When I tow my kids with it, it really pings when I give it to her... there is no vaccum advance like the traditional engines.. Does anyone have an idea what red line would be or at least a good WOT rpm and what the timing should be set for? I am running regular gas. should I run an octane booster?
There is no clock on the engine yet, so have no idea how many hours are on it.. but that's going to be part of my upgrades.
Also it has trim tabs that are tilted into the water stream and can see the water stream at the back as I scoot along. could that be my problem for the lower RPM? I can't seem to bring them up level with the hull.

The engine is a 1988 the vessel is the four winns, 20.5 foot sundowner

Be Careful, you are lugging that motor, it can blow! Get those trim tabs out of the water for now (They act like brakes) when not needed,,, also, what is your prop pitch, we have to know, to help. Boats don't have vacuum advance, it's mechanical, or computer controlled. Wide open throttle (WOT) should be 4200-4600rpm, depending on load.
